Healthy Homes Standard

Renting in Aotearoa? This is your quick guide to what your flat should have to be warm, dry, and less likely to turn into a winter science experiment.

The 5 things every rental should cover

The Healthy Homes Standards set minimum rules for these five areas.

Heating

There must be a fixed heater in the main living room that can actually heat the space properly.

Insulation

Ceiling and underfloor insulation must meet the required standard (where it can be installed).

Ventilation

Habitable rooms need openable windows or doors, plus extractor fans in kitchens and bathrooms.

Moisture & drainage

The property needs effective drainage, guttering, and (if needed) a ground moisture barrier under the house.

Draught stopping

Unreasonable gaps and holes that cause noticeable draughts must be blocked. No bonus points for indoor wind tunnels.

Quick tenant checklist

Before signing, ask these simple questions:

  • Is there a fixed heater in the lounge?
  • Do kitchen and bathroom fans exist and work?
  • Do windows open properly in bedrooms and living spaces?
  • Any obvious damp patches, mould, leaks, or major draughts?
  • Can the landlord show a Healthy Homes compliance statement?

If your flat is not up to standard

  1. Take photos and write down what you found.
  2. Raise it in writing with your landlord or property manager.
  3. If needed, use a 14-day notice to remedy.
  4. Still unresolved? Contact Tenancy Services or apply to the Tenancy Tribunal.

Key dates to know

  • 1 July 2021: Boarding houses had to comply.
  • 1 July 2024: Kāinga Ora and registered Community Housing Providers had to comply.
  • 1 July 2025: All private rentals had to comply.

As of February 2026, all rental properties should already meet the Healthy Homes Standards.
